Pairs in contact: centre distance at most (r_i + r_j) * (1 + tol).

In a packing stopped at reduced pressure Z the gaps between touching spheres are of order d / Z, so tol should be well above 1 / Z and well below the gaps between neighbours that do not touch (plot the contact number against tol to find the plateau).
