One contiguous run of GLOBAL indices covered by a block's index range on one axis, with the block-local index the run starts at.
A range on a periodic axis that crosses the seam produces two runs; a range on a non-periodic axis produces one. Its part outside the domain is cut off (the colour's ghosts there are the block's own clamp fill) unless outside > 0, which keeps up to outside cells beyond each domain face: the FACE-VELOCITY gather needs them, because the low domain face of a non-periodic axis is stored at global index -1 in the advector's high-face convention — outside the domain (see VofBlockExchangeBase::gatherFaceVel).
