Detailed Description

Host CSR form of the SAMPLED directional gradient overlay (variable-length stencils — a seam row's cascade composes with its LS sample functionals, so the fixed 9-entry GhostGradOverlay cannot hold it).

Covers ALL cut cells: overlay rows get the cascade over sample functionals (== oracle gpsDirGrad); cut cells WITHOUT a row get the classic same-level 3-point cascade (== oracle gradOfDir — the same split the oracle's gradP makes, so oracle/device parity holds row-by-row). classicOk(j, i) is the fallback's neighbour gate (fluid + same-level + not pocket).
